The Billings Scottish Rite Bodies established a childhood speech and language disorders clinic in 1995 with a generous gift from Eugene F. Herman. It is part of the national charity of the Scottish Rite, Southern Jurisdiction. At the present time clinical treatment is funded by Billings Scottish Rite through a private clinic. At the same time, contributions to a capital building fund are being solicited along with funding for ongoing clinical treatment of children. Billings Scottish Rite owns the land and parking next to its temple which will accommodate a clinic building at the corner of 14th Street West and Terry Avenue in Billings, Montana. The plan is to continue the accumulation of donations to the building fund while simultaneously continuing financial assistance for the private treatment of children. When both the capital building fund as well as the endowment fund supporting clinical operations are sufficient, the clinic building will be built without mortgage debt and secure funding.
There are three separate accounts or funds administered by the Billings Scottish Rite Children's Clinic. An account is maintained for the payment of operational expenses. A permanent endowment fund has been established under the Montana Institutional Funds Act (Title 72, Ch. 30, MCA). The endowment fund is intended to grow and provide a reliable flow of income from prudent and conservative management. A capital building fund is held and invested separately until it is large enough to pay for the construction of a small clinic building. Donors may designate their contributions to be paid into any or all of these funds.
On June 22, 2000, the Billings Scottish Rite Children's Clinic was reorganized into a separate Montana nonprofit corporation named the Eugene F. Herman Scottish Rite Childhood Language Disorders Clinic, Inc. It operates under the Billings Scottish Rite Association and its board consisting of Scottish Rite members and local residents.
There is a serious gap in the availability of clinical treatment of preschool children. Very few parents can afford to pay the full cost of treating their child afflicted by a speech and language disorder. When the child reaches school age there is help available through the school district. However, there is a critical timing problem. Early diagnosis and treatment are essential to a successful intervention. Delaying diagnosis and treatment may result in poor early learning in school which may result in delayed development or even lifetime disability. Many social and economic benefits follow to both the child and the community. This Scottish Rite charity is dedicated to filling this gap.
The Billings Scottish Rite Children's Clinic spends almost every penny it receives directly for its charitable purposes. No Scottish Rite member or member of the Board of Directors is paid for their services. Clerical support is provided by the Scottish Rite Association at nominal expense. No money is paid to the national Scottish Rite organization. Over 95% of the funds expended by the Billings Scottish Rite Children's Clinic are paid to the cost of treatment. The remaining approximate 5% is expended for fund-raising, commissions incurred in maintaining investment portfolios and incidentals such as clerical services, bank charges and postage. Every dollar the Clinic spends remains in Billings, Montana. Members of Scottish Rite, their families and friends as well as members of the community, continue to donate a great deal of time in addition to money to make the charity function.
The Eugene F. Herman Scottish Rite Childhood Language Disorders Clinic, Inc. is a non-profit corporation which has been designated as a charitable and tax exempt organization under Section 501 (c)(3) of the Internal Revenue Code. Gifts to the Clinic's funds qualify for deduction under State and Federal law.
